In this article, originally printed in the April 2023 issue of Government Finance Review, Washtenaw County Treasurer Catherine McClary explains how Washtenaw County has effected meaningful change by mitigating the inequity of fees and fines. The article describes “an unprecedented collaboration among [county] administration, the prosecutor’s office, the sheriff’s office, the public defender, the treasurer, and Trial Court,” which together has focused on eliminating non-statutory fines associated with the criminal legal system.
